University Police issue safety tips Pedestrian Safety All pedestrians on campus are reminded that on city streets such as University Ave., pedestrians only have right of way on crosswalks. On campus property, pedestrians always have the right of way. However, University Police request that pedestrians remember that they also have some responsibility for their personal safety. Section 39-10-28 of North Dakota State Law says: "No pedestrian may suddenly leave a curb or other place of safety and walk or run into the path of a vehicle which is so close as to constitute an immediate hazard."
