Surplus Property policy/procedures clarified

Clarification: The Surplus Property policy is not changing; however, the policy’s procedures will be modified as of Aug. 1.

The oversight of Surplus Property will remain centrally controlled with coordination through Facilities Management. However, with the construction of the NDUS Data Center in the Central Receiving building – the current “home” of surplus property – changes have been proposed to the procedures regarding how the property is physically handled on campus.

The proposed changes in procedure will affect departments as follows:

  • If the item is in working condition, departments will be required to submit a picture of the item to Facilities Management rather than Facilities Management picking up the item and taking the picture of it. Photos would continue to be posted to the Facilities Management website for viewing by other departments.
  • Departments would be required to keep surplus equipment in their departmental space until the two-week “viewing” period is complete and the Facilities Management staff have notified Grants & Contracts, State Surplus and Purchasing as required.
  • The community sale surplused property would not take place.

Departments are not able sell items on their own. This must be managed centrally to comply with UND policy 5.2 surplus property and NDCC 54-44-04.6.

The changes in procedure are open for comment and may be reviewed online at http://und.edu/finance-operations/policy-new-revised.cfm. This comment period will continue through July 12. The open forum held June 27 discussed the proposed procedural changes, and addressed comments already submitted. The possibility of another open forum is possible, but has not been scheduled at this time.
